Yes, it is possible for anyone who is 60 years old to qualify for benefits from the government, but this is deeded on whether or not they have paid the required NI contributions. You can build up your NI record in three ways: working and earning more than £183 a week, paying contributions if you’re self-employed, or getting certain benefits. Whether you’re entitled to the maximum amount you’re entitled to will reflect the extent to which you’ve consistently contributed over the years.
If you’re 60, some benefits you may have received in the past could contribute to your National Insurance record and increase your entitlement to future state support. They include Child Benefit (for disabled children too), Jobseeker’s Allowance and Carer’s Allowance.

You could qualify for the Winter Fuel Payment if your birthday is on or before 5 January 1954. This is an income tax free amount, typically paid automatically if you claim the State Pension — or some other benefits. The payment assists with winter heating bills, providing nice relief to ensure older adults don’t have make the choice between staying warm and saving money.
You may also be eligible for the Warm Home Discount Scheme, which provides up to £140 off of your electricity bill during the winter. If you get Pension Credit or other benefits that qualify and your energy supplier is part of the scheme, the discount will usually be applied automatically. Not sure whether you’ve got it? A quick call to your supplier will confirm.
If the temperature in your area fell to 0°C or below for seven consecutive days between 1 November and 31 March, you could be eligible for a £25 Cold Weather Payment. This gets paid directly into your account — no application required.
